The City of Wayne is accepting applications for the full-time position of a full-time Assistant Director of Housing Development in the Economic Development Department. The hourly wage is $26.26 to $35.29, based upon qualifications and experience, plus excellent fringe benefits including group health and accident insurance, life insurance, retirement plan, and vacation and sick leave. Career opportunity in a growing Northeast Nebraska community; home to Wayne State College.
This position will be responsible for coordinating housing programs and managing the Wayne Community Housing Development Corporation, as well as assisting with site development projects in the City of Wayne and Wayne County.
A bachelor's degree is preferred. Must have strong oral and written communication skills; computer literacy preferred.

Position Summary
Under the oversight and direction of the Economic Development Director, as well as the WCHDC Board of Directors, the Assistant Director of Housing Development will coordinate housing programs and manages WCHDC assets, as well as assists with site development projects (residential, commercial & industrial).
Essential Functions
- Housing Programs: The Assistant Director of Housing Development is expected to oversee the low-to-moderate income housing programs for the City of Wayne and Wayne County. Activities include:
- Manages Housing Purchase, Rehab, Resale (HPRR) Program
- Manages Rural Workforce Housing Fund (RWHF)
- Conducts research for additional housing programs
- Coordinates WCHDC Board of Director meetings
- Property Management: The Assistant Director of Housing Development is expected to manage the low-to-moderate income apartments, Meadowview Estates (1106 Nathan Drive). Activities include:
- Solicits and qualifies potential tenants
- Maintains property and fields tenant complaints
- Meets reporting and compliance standards for USDA and NIFA
- Site Development: The Assistant Director of Housing Development is expected to assist with the acquisition and development of residential, commercial and industrial sites in the City of Wayne and Wayne County. Activities include:
- Collaborates with the Director to establish a prioritized site list
- Collaborates with the Director to build relationships with property owners
- Coordinates with the Director to solicit developers and contractors
- Collects and compiles site information
- Utilizes and updates online databasing for available sites (LOIS)
- Software & Accounting: The Assistant Director of Housing Development is expected to utilize appropriate software to assist with maintaining WCHDC records. Activities include:
- Utilizes accounting software/platform (QuickBooks)
- Maintains asset accounts, databases and files
- Maintains a general ledger for Wayne Community Housing Development Corporation
